ENCATE Bilateral Exchanges Program: Applications now open for year 2!

After a successful launch in 2024, the ENCATE Bilateral Exchanges Program returns for its second year to foster deeper knowledge exchange and collaboration. In 2025, the program will support three mobility activities.

February 7, 2025After a successful launch in 2024, the ENCATE Bilateral Exchanges Program returns for its second year to foster deeper knowledge exchange and collaboration. The program funds self-organized residency activities, in which a participant spends four to five days in a host organization. These exchanges facilitate knowledge transfer and experience sharing between sending and host organizations to effectively counter antisemitism, racism, and other forms of discrimination as well as strengthen democracy and human rights. As a result, sending and host organizations critically reflect on their work, translate their knowledge and skills into transferable methods, and develop new partnerships. In 2025, ENCATE plans to support three exchange activities (the mobility of three participants).

Exchange Activities 

Bilateral exchange activities last four to five full days, excluding travel time. Activities should take place between April 1 and November 30, 2025 and may focus on either direction of knowledge and experience transfer or a combination of both:

  • The participant can gain firsthand experience of the organization’s approaches, methods, programs, and local context.
  • The host organization can develop their approaches, methods, programs and new projects with the help of the sending organization and guest expert’s intensive contribution.

The schedule may include off-site meetings and visits if relevant to the program’s objectives.  Furthermore, the activity schedule should include a form of contribution by the participants to their host organizations through input, such as holding a seminar or making a presentation about their work or areas of expertise.

The schedule must include: 
  • Knowledge and experience transfer
  • Input by the participant  
The schedule can also include: 
  • Relevant site visits (other NGOs, memorial sites, etc.) 
  • Meetings with NGOs, community members, officials and other stakeholders 
  • Public events 
  • Participation in educational or other programmatic activities (e.g., school workshops) 
  • Development of joint projects.

The host organization will assign one supervisor for the exchange activity, who will be responsible for planning and conducting the activity and will ensure that the activity reaches the program goals. The work of the supervisor will be compensated (See Costs and Logitics).

Requirements 

  • The exchange activity will involve at least one ENCATE member as a host or sending organization.  
  • The activity will take place in a European country (including non-EU). 
  • Education focus is encouraged.
  • The exchange activity should set at least one specific goal of transferring/sharing a methodology, knowledge, and approach in which the host or sending organization has substantial experience.
  • An organization can apply for multiple exchange activities but must submit separate application forms for each stay.
  • Parties to the selected exchange activities should be willing to sign an agreement with KIgA e.V. that includes responsibilities such as logistics, confidentiality, safeguarding, liability, and reporting.

Application and Selection

  • Both the host and sending organization must jointly prepare the application.
  • The application form should clearly define the dates, the schedule, and the participants. 
  • After an initial technical evaluation by KIgA e.V., the ENCATE Steering Committee will make a selection from the eligible applications. 
  • Countries with fewer educational programs tackling antisemitism and discrimination will be prioritized.
