Your publication on the interdisciplinary approach to Holocaust, human rights, and intercultural education is </span><span data-preserver-spaces="true">powerful</span><span data-preserver-spaces="true">. I would love to know more about how such </span><span data-preserver-spaces="true">an interdisciplinary</span><span data-preserver-spaces="true"> approach could enhance educational work addressing antisemitism.</span></strong></p>
<p><span data-preserver-spaces="true">Holocaust education has </span><span data-preserver-spaces="true">been viewed</span><span data-preserver-spaces="true"> for a long time as a way to learn about the history of the Holocaust, with emphasis on its uniqueness among historical events. While this remains an integral part of Holocaust education, one cannot overlook the lessons that the Holocaust can teach us for today and the </span><span data-preserver-spaces="true">future</span><span data-preserver-spaces="true">. </span></p>
<p><span data-preserver-spaces="true">The interdisciplinary approach proposed in the handbook </span><a class="editor-rtfLink" href="https://www.toli.us/wp-content/uploads/2023/02/Handbook-Learning-from-the-Past-Acting-for-the-Future.pdf" target="_blank" rel="noopener"><span data-preserver-spaces="true">Learning from the Past, Acting for the </span><span data-preserver-spaces="true">Future</span></a><span data-preserver-spaces="true"> – based on the work with thousands of teachers in Europe – combines the </span><span data-preserver-spaces="true">approaches</span><span data-preserver-spaces="true"> and methods of Holocaust education, human rights education, and intercultural education, aiming to guide students to learn about the past, understand how the past is connected with the present and contribute to the development of democratic and intercultural societies in which every individual can live a life of dignity. </span></p>
<p><span data-preserver-spaces="true">When we look at the past through the lens of human rights, we can better understand how an event like the Holocaust was possible, how the propaganda functioned, and how the rights of Jewish people – and people belonging to other groups – were taken away progressively. At the same time, through the lens of the Holocaust, we can understand </span><span data-preserver-spaces="true">that today</span><span data-preserver-spaces="true"> </span><span data-preserver-spaces="true">we</span><span data-preserver-spaces="true"> need to take action when human rights </span><span data-preserver-spaces="true">are violated</span><span data-preserver-spaces="true"> or at risk of being violated for members of any group living in our societies. This methodology develops students&#8217; critical thinking and ability to challenge populist messages that are becoming prevalent in European </span><span data-preserver-spaces="true">societies</span><span data-preserver-spaces="true"> and elsewhere. It raises their awareness about the unfair treatment of various groups in their society and the need to act. </span></p>
<p><span data-preserver-spaces="true">An interdisciplinary approach alerts students of the dangers of antisemitism – and other forms of hatred, racism, and oppression – and empowers them to contribute to countering it, as they understand that, in present-day societies, they have both the responsibility to do so and the mechanisms, structures, and allies that can help them in this process. </span></p>
<p><strong><span data-preserver-spaces="true">Working with teachers a lot, where should educational policymakers support teachers in tackling discrimination issues at schools, including those committed by teachers?</span></strong></p>
<p><span data-preserver-spaces="true">Teachers often face substantial demands, but they receive little training and support. In many countries, teachers have not had any formal training about discrimination, nor do they have any concrete tools to tackle it. </span></p>
<p><span data-preserver-spaces="true">Tackling discrimination should not be reduced to taking action when incidents appear. The most crucial part of tackling discrimination is prevention. Therefore, developing an organizational culture in the school that promotes human rights and democratic processes is essential. Indeed, changing an organizational culture is not something that happens overnight, and it needs to be encouraged and supported by the Ministries of Education and other related bodies. </span></p>
<p><span data-preserver-spaces="true">I believe that a few aspects are crucial in this process: </span></p>
<ul>
<li><span data-preserver-spaces="true"> Involving students in decision-making processes and governing bodies in ways that are meaningful, not tokenistic; </span></li>
<li><span data-preserver-spaces="true">Development of inclusive and intersectional curricula that teach students about diversity in a way that makes them curious and appreciative of it; </span></li>
<li><span data-preserver-spaces="true">Promoting human rights and democratic values not only through words but also through concrete actions;</span></li>
<li><span data-preserver-spaces="true">Ensuring collaboration at all levels: between students, between teachers, between school and external experts – NGOs, academia, etc., between school and the larger local community, and</span><span data-preserver-spaces="true"> </span><span data-preserver-spaces="true">between schools from different parts of the country or different countries. </span></li>
</ul>
<p><strong><span data-preserver-spaces="true">Reflecting on emotions in human rights and Holocaust education can help change attitudes and behaviors. However, some educators may find it daunting to do so, as they fear triggering the &#8220;wrong&#8221; emotions or too many of them. What would you advise junior educators to consider in this regard?</span></strong></p>
<p><span data-preserver-spaces="true">In the educational process, it is </span><span data-preserver-spaces="true">important</span><span data-preserver-spaces="true"> to create a safe space in which students can feel that </span><span data-preserver-spaces="true">they will not be judged</span><span data-preserver-spaces="true"> and that their emotions are not something to </span><span data-preserver-spaces="true">be hidden</span><span data-preserver-spaces="true"> or suppressed but welcome to manifest. </span><span data-preserver-spaces="true">This</span><span data-preserver-spaces="true"> means, among other things, allowing time to process and discuss emotions as they arise and helping students to articulate their feelings when they do not have the language to express their emotions, even if or especially if they are the &#8220;wrong&#8221; emotions. </span><span data-preserver-spaces="true">Certainly</span><span data-preserver-spaces="true">, there are no &#8220;wrong&#8221; emotions. </span><span data-preserver-spaces="true">People cannot control what they feel, but they can </span><span data-preserver-spaces="true">be taught</span><span data-preserver-spaces="true"> to analyze their emotions, understand what triggers them (often preconceived ideas fueling our emotions), and refrain from acting upon them if they infringe upon </span><span data-preserver-spaces="true">the human dignity of other people</span><span data-preserver-spaces="true">.</span></p>
<p><span data-preserver-spaces="true">Studying the Holocaust and empathizing with the suffering of Jewish people can trigger strong emotions and can leave students feeling helpless, angry, and frustrated. Acknowledging this fact and addressing these feelings can be a powerful motivation to take action in the present. It can support or guide students toward creating change in present-day societies. </span><span data-preserver-spaces="true">This</span><span data-preserver-spaces="true"> is possible only when students feel that the learning context is safe and stimulating and can connect their identity and worldview with the topics they are studying. </span></p>
<p><strong><span data-preserver-spaces="true">As an educator, </span><span data-preserver-spaces="true">I guess</span><span data-preserver-spaces="true"> you may sometimes feel desperate, like many in our network.</span><span data-preserver-spaces="true"> What challenges are you still searching for answers to in your educational work?</span></strong></p>
<p><span data-preserver-spaces="true">I am aware that changing an educational system is a slow process. However, I cannot help but feel frustrated when I see how well the teachers and their students respond to our proposed methods and approaches, yet they </span><span data-preserver-spaces="true">are often seen</span><span data-preserver-spaces="true"> as exceptions. Despite overwhelming evidence by empirical research that interactive methods, experiential learning, student-centered approaches, and promotion of intercultural and democratic values have positive and long-term impacts on students&#8217; competencies, their well-being, and the school culture, traditional pedagogical approaches, along with nationalist perspectives, are still prevalent. </span></p>
<p><span data-preserver-spaces="true">I wish these so-called new methodologies</span><span data-preserver-spaces="true"> – </span><span data-preserver-spaces="true">which are not really that new anymore</span><span data-preserver-spaces="true"> – </span><span data-preserver-spaces="true">would gain more ground in the schools and </span><span data-preserver-spaces="true">in the</span><span data-preserver-spaces="true"> national curricula throughout Europe and I wish more emphasis was </span><span data-preserver-spaces="true">put</span><span data-preserver-spaces="true"> on respect for human dignity, both in theory and in practice.</span><span data-preserver-spaces="true"> </span></p>
<p><strong><span data-preserver-spaces="true">Finally, based on what we have discussed so far, would you like to recommend a movie that has really moved you?</span></strong></p>
<p><span data-preserver-spaces="true">If that is all right, I recommend a book </span><span data-preserver-spaces="true">instead, a book which</span><span data-preserver-spaces="true"> </span><span data-preserver-spaces="true">should be turned</span><span data-preserver-spaces="true"> into a movie.</span><span data-preserver-spaces="true"> </span><em><span data-preserver-spaces="true">On Austrian Soil – Teaching Those I </span><span data-preserver-spaces="true">was Taught</span><span data-preserver-spaces="true"> to Hate</span></em><span data-preserver-spaces="true"> is a teaching memoir by Sondra Perl, whose unexpected journey to Europe as a US visiting professor changed her life. After publishing this book, Sondra developed an innovative pedagogy for Holocaust education. She inspired thousands of educators worldwide, including me, through her work at TOLI – The Olga Lengyel Institute for Holocaust Studies and Human Rights.</span></p>

					<description><![CDATA[<p>Many controversial and difficult issues have come up in our social discourse in the last few years, from Brexit to identity politics. Teachers have a responsibility to provide an impartial and safe space for young people to discuss and learn about such issues and make up their own minds, but this is not an easy task when emotions are running high. The first thing that needs to be acknowledged and addressed before a process of listening and exchanging opinions can be undertaken is the strong negative emotion that impedes this process. </p>

Teachers have a responsibility to provide an impartial and safe space for young people to discuss and learn about such issues and make up their own minds, but this is not an easy task when emotions are running high. The first thing that needs to be acknowledged and addressed before a process of listening and exchanging opinions can be undertaken is the strong negative emotion that impedes this process. </span></p>
<p><span data-preserver-spaces="true">Various students can be affected by the topic of the Israeli-Palestinian conflict due to a feeling of personal connection in some way. This can include students who are Jewish, Muslim, Christian, politically active (left or right wing), or people from refugee backgrounds, but this list is not exhaustive. Any young person might identify with Palestinians or Israelis (or sometimes both) because of a shared religious identity, a shared sense of experience or suffering, or because Israel-Palestine represents for them something in their wider understanding of the world.</span></p>
<p><span data-preserver-spaces="true">Often, their knowledge and opinions on this issue will be coming from only one perspective, which may be one-dimensional and simplistic. Their main source of information will probably be social media. In order to give them the chance to understand the issue in more breadth and depth and to think for themselves, we educators need to provide them with a values framework and skills such as emotional literacy, active listening, critical thinking, and conflict resolution. There are various tools for teaching these skills available online, and you can find some of them in our, Solution Not Sides&#8217;, anti-bullying guide </span><a class="editor-rtfLink" href="https://solutionsnotsides.co.uk/sites/default/files/2023-04/ANTI-JEWISH%20%26%20MUSLIM%20BULLYING%20RESOURCE.pdf" target="_blank" rel="noopener"><span data-preserver-spaces="true">here</span></a><span data-preserver-spaces="true">. The values framework that we use for our discussions at SNS is: “non-violence, equality for all, and the rejection of hatred.”</span></p>
<p><span data-preserver-spaces="true">We also need to build an empathy culture rather than a shame culture in order to counter expressions of hatred between students who hold different views and have different identities. “We care about Palestine-Israel AND each other” is a balance that needs to be embraced by members of the school community, and using process, rather than static language, should be the approach when addressing hate speech. </span></p>
<p><span data-preserver-spaces="true">We recommend taking each incidence of potential hate speech on a case-by-case basis and applying the three ‘Ds’ -Demonisation, Delegitimisation, and Double- standards. Exploratory conversations to understand what is going on should take into consideration that the content or the attitude could be antisemitic or Islamophobic, or possibly both. Some things are said that are racist in their content, but the attitude behind what was said was not racist. Equally, some things are said that might not be racist when taken at face value, but there is actually an antisemitic or Islamophobic attitude behind what is being said. </span></p>

<p><span data-preserver-spaces="true">Ultimately, the goal is to create a school culture where people </span><em><span data-preserver-spaces="true">want</span></em><span data-preserver-spaces="true"> to avoid hurtful language because they care about one another, rather than avoiding it simply out of fear of punishment, and to ensure that teachers do not promote their political opinions but bring humanisation, diverse narratives, and critical-thinking skills into the classroom so that students can think for themselves. This is the very essence of education.</span></p>

You were one of the organizers of the first LGBTQ Pride in Bratislava and the chair of Amnesty International in Slovakia. You know the human rights landscape very well. As an experienced activist, do you agree that the landscape for human rights defenders has become more threatening and challenging today?</strong></p>
<p><span data-preserver-spaces="true">Thank you for having us, we are looking forward to working in and with ENCATE. After meeting many of the networks members personally I was very impressed by the level of expertise and experience as well as positive group dynamic and sense of community.</span></p>
<p><span data-preserver-spaces="true">Unfortunately, I have to agree with your characterization. Successive governments have treated NGOs and activists as enemies, spreading hate speech and disinformation about individuals and organizations. Some of them have proposed anti-NGO legislation comparable to Putin&#8217;s Russia. Many of the right-wing media news outlets willingly participate in this, while the fake news sources champion it. I have been publicly attacked by members of parliament and the government, sometimes with antisemitic undertones. Threats of violence online are very common, almost a daily occurrence for many activists and organizations, including ours. One of my colleagues was attacked and beaten on the street shortly after one of the main political leaders spread hate about her and our organization at a political rally; the attackers loosely quoted what was said at the rally during the incident.</span></p>
<p><strong><span data-preserver-spaces="true">You have a professional IT background and your organization HRI is part of </span></strong><a class="editor-rtfLink" href="https://www.precobias.eu/" target="_blank" rel="noopener"><strong><span data-preserver-spaces="true">an international youth project </span></strong></a><strong><span data-preserver-spaces="true">focusing on digital resilience and prejudice. What can we do better to develop young people&#8217;s resilience to antisemitism and hate online?</span></strong></p>
<p>Encouraging critical thinking and providing media literacy education is key in our experience. Involving young people, creating low-threshold learning, and meeting opportunities are also important. We live in a very different world than 20 years ago. To put it simply, traditional methods and tools do not work; they are not fit for purpose. Accepting that emotions and personal experiences are as important in shaping a person&#8217;s opinion as facts may be difficult, but it is inevitable if we are to remain relevant in the future. We need to meet young people on their terms, show respect and listen.</p>
<p><strong><span data-preserver-spaces="true">In 2022, <a href="https://encate.eu/publications/" target="_blank" rel="noopener">our mapping report</a> highlighted a significant negative bias against Roma in the Visegrad region. HRI is also working on this issue. Where do you see the bottlenecks in tackling this persistent problem in Slovakia?</span></strong></p>
<p>Slovakia&#8217;s Roma minority is the victim of generational poverty and systemic racism. No government since the fall of communism in 1989 has attempted to change this in any significant way. Much of the community lives in so-called &#8220;settlements,&#8221; which are essentially slums without running water or sanitation. The creation of these slums can actually be traced back to the Holocaust, as the population was moved there in preparation for their extermination, which fortunately did not happen due to the fall of the Hitler regime and its puppet government in Slovakia. However, this is completely unknown to the majority of the population, so one of the things we are doing and have been doing for some time is to debunk the myths and stereotypes about Roma, such as in this case that it is &#8220;their choice and their responsibility&#8221; for their circumstances. Another important issue is the segregation of Roma children in primary schools, although it is not done in an official way, we basically have &#8220;white&#8221; and &#8220;black&#8221; classrooms. In some cases, the segregation amounts to separate buildings on school grounds or even whole schools. The European Commission is currently suing Slovakia for this practice. Obviously, the result of this practice is that Roma students receive an inadequate education and are unable to enter higher education and find jobs. In many cases, they end up in the same poverty as their parents and grandparents.</p>
<p><strong>In 2022, a shooting outside a gay bar in Bratislava claimed two lives. The perpetrator&#8217;s manifesto gives us another reason to look at homophobia, antisemitism and extremism from an intersectional perspective. What did his manifesto say to us as practitioners?</strong></p>
<p>The manifesto itself is a representation of the effects of prolonged exposure to hate speech and disinformation. Spreading hate against minorities has become a mainstream practice among the Slovak political class with very few exceptions. Disinformation sources (fake news outlets) have been extremely successful in taking over the public space in Slovakia over the last decade and are now virtually mainstream as well. Government ministers and many MPs regularly appear in these outlets, sometimes even preferring them to long-established newspapers. HRI has been responding to this trend since its foundation. Our methods and tools include formal and informal (participatory) education of high school students, training for teachers (youth and social workers), campaigning and media work, and, in extreme cases, legal action. The results are not insignificant, especially considering our capacities, but far from adequate compared to the magnitude of the challenges.</p>
<p><strong>Two years after this attack, do you think there is a reckoning in society with the entrenched attitudes, values, and structures that caused this attack?</strong></p>
<p>Unfortunately, the majority of society is in deep denial. There was no real public discussion about the perpetrator&#8217;s motives and the path that led him to murder; it was written off as a result of mental illness. In the disinformation outlets, the terrorist was even portrayed as a victim, and the LGBTI minority, including the murdered and injured persons, were blamed for the attack. There are increasing signs that a similar attack could happen. This comes from the high school teachers we meet and work with and the police. Recently, a rapid response team had to be called to a high school where a student was threatening to open fire. My colleagues were giving lectures at that school just a few months ago.</p>
<p><strong>We decided to ask everyone we interview to recommend a movie. What movie would you recommend to our colleagues in ENCATE?</strong></p>
<p>I am a movie buff, so it is not easy, but considering what we have just discussed, I would say <a href="https://www.rottentomatoes.com/m/district_9" target="_blank" rel="noopener"><em>District 9</em></a> by Neill Blomkamp.</p>

He started his professional career in IT, working mostly in Germany and Switzerland. Before moving to the NGO sector, he was co-responsible for corporate social responsibility initiatives in a multinational technological company. From 2006 until 2010, he served as the chair of the board of Amnesty International Slovakia. In 2009, he co-founded and became the first director of the Slovak Gay Pride (Dúhový PRIDE), where he remained until 2011 and led the first two Pride parades. Between 2010 and 2012, he represented civil society in the Slovak government&#8217;s Human Rights Commission but resigned due to disagreements with government policy. In 2011, he co-founded the Human Rights Institute (Inštitút ľudských práv) and has remained its director to this day. He is the author or co-author of 11 books on human rights and related issues and regularly publishes op-eds in various Slovak and Czech newspapers and magazines. He occasionally lectures at universities in Slovakia and the Czech Republic.</p>

This work is multilayered, and we, as practitioners, are also affected emotionally and psychologically by the extreme rise of antisemitism and racism. Building alliances, sharing resources, supporting and learning from one another are essential to make real progress.</strong></p>

<div class="flex_column av_two_third  flex_column_div av-zero-column-padding first  avia-builder-el-6  el_after_av_one_third  el_before_av_one_third  column-top-margin" style='border-radius:0px; '><section class="av_textblock_section "  itemscope="itemscope" itemtype="https://schema.org/BlogPosting" itemprop="blogPost" ><div class='avia_textblock  '   itemprop="text" ><p>In 2023, we organized, with our partner <a href="https://newslettertogo.com/r7rijv8n-sy8k55sl-llk7ovba-1cmi">CEJI</a>, a series of three regional workshops dedicated to the manifestation of antisemitism in different local contexts. In Barcelona, we met with Jewish organizations and local politicians and facilitated a conversation about the needs and the gaps that Jewish communities in Spain experience.</p>
<p>In Athens, thanks to the support of the <em>Jewish Museum of Greece</em>, we met with educators, teachers, principals, and representatives of the Ministry of Education to better understand the realities and allocation of resources for countering antisemitism through education. And in Rome, we joined <em>Keshet Italia </em>for the first ever European Jewish Queer Pride to explore how to foster Jewish queer life in all of its diversity.</p>
<p><strong>Lunch Talks</strong></p>
<p>As part of our approach to countering antisemitism together with other discrimination forms, we continued to conduct our monthly Lunch Talks with more focus on the intersections of antisemitism with different kinds of prejudice and hate.</p>
<p>Our Lunch Talks are available to watch on our <a href="https://newslettertogo.com/r7rijv8n-sy8k55sl-r52l6ktv-z4m">YouTube channel</a> and are a recommended resource for gaining some insight into complicated topics in a brief and comprehensive format. This year&#8217;s highlights were the talks «<a href="https://newslettertogo.com/r7rijv8n-sy8k55sl-uvz73x6u-q2a">White Jews: and Intersectional Approach</a>» and «<a href="https://newslettertogo.com/r7rijv8n-sy8k55sl-wv9ixpg3-vgv">The Struggle between Anti-racism and Anti-Antisemitism</a>».</p>

<p><strong>Current Forms of Antisemitism</strong></p>
<p>Another milestone in 2023 was our certificate training program for educators, «<a href="https://newslettertogo.com/r7rijv8n-sy8k55sl-435oeth3-6mi">Current Forms of Antisemitism</a>». The kick-off seminar of the course began on 9 October, two days after the Hamas attacks in southern Israel. This had a tremendous impact on the entire course and on our participants. The theoretical discussions we typically conduct were fused with pressing real-world events and cases of antisemitism. This year&#8217;s feedback greatly appreciated the space to discuss, better process, and understand what is happening.</p>
<p><strong>Holocaust Distortion and Counter Strategies</strong></p>
<p>The last highlight of the year was the «<a href="https://newslettertogo.com/r7rijv8n-sy8k55sl-9jplokwy-bpt">Holocaust Distortion and Counter Strategies</a>» conference in Berlin, which took place on November 15-16. The ENCATE team provided support for this timely conference, which was organized by KIgA e.V. and the United States Holocaust Memorial Museum. It was a great opportunity to discuss this challenging topic with colleagues from 11 ENCATE member organizations, as well as other experts and practitioners</p>
<p>As we look to 2024, we understand that recent events are causing a ripple effect that will be felt for a long time. It&#8217;s clear to us as practitioners and members of society that we need to shift our approach towards tackling antisemitism and other forms of discrimination. We are committed to working tirelessly together to overcome hate, build bridges, and explore creative, new, and innovative ways to build a stronger and more resilient community of practitioners.</p>

</blockquote>
<p><span data-preserver-spaces="true">That comment touched us deeply because that is precisely what we strive towards. </span> <span data-preserver-spaces="true">ENCATE provides a platform for educators, activists, and policymakers to engage in an open and fruitful conversation about countering antisemitism. However, to achieve a learning environment, we firmly believe that difficult conversations about controversial topics should be conducted in good faith and with respect.</span></p>
<p><span data-preserver-spaces="true">Due to polarized debates, it is not always easy to hold critical discussions with various perspectives nowadays. Nonetheless, ENCATE engaged in open-spirited conversations last year, such as at the first <a href="https://www.forum-combating-antisemitism.eu/" target="_blank" rel="noopener">EU Civil Society Forum for Combating Antisemitism</a> in Brussels. ENCATE Co-Iniatitor Emrah Gürsel, also one of the Co-Directors at KIgA, took part in a panel discussion titled &#8220;Fighting Antisemitism as Part of the Fight Against all Forms of Racism and Discrimination.&#8221; </span></p>
<p><span data-preserver-spaces="true">Just as in Brussels, the topic of intersectionality across different struggles continues to occupy our attention. During the past year, we spent a lot of time learning about intersectionality and applying it to our work. Some examples include organizing a Warsaw coalition-building workshop with ODIHR in May and a Budapest network meeting in November focused on intersectionality.</span> <span data-preserver-spaces="true">In </span><span data-preserver-spaces="true">Budapest, we discussed intersections of antisemitism with anti-Roma racism and queerphobia. </span></p>
<p><span data-preserver-spaces="true">In addition, we are currently drafting guidelines to support us in adopting an intersectional approach to our work. </span> <span data-preserver-spaces="true">In 2022, our network continued to grow. We are pleased to welcome the Never Again Association from Poland, devoted to ending discrimination in all its forms, and the Jewish Museum of Greece, with its educational programs and exhibitions.</span></p>

<p><span data-preserver-spaces="true">Our Lunch Talks last year were to the point, accessible and informative. We had some fascinating talks: a self-guided tour app and screenings of excellent animated films; we shared valuable educational materials and discussed hate speech in different contexts. Finally, we concluded the year with a film about migration and exile, produced by CDEC Foundation, also an ENCATE member. </span><em><span data-preserver-spaces="true">A Tea in Samarkand</span></em><span data-preserver-spaces="true"> is a touchingly beautiful conversation about the different facets of migration; longing, being torn between homes, carrying pieces of a different world, and fitting in.    </span></p>
<p><span data-preserver-spaces="true">Throughout 2023, we will continue to foster honest and productive exchanges, to stay critical yet open, forge new connections and strengthen existing ones. Our thirst for learning and growing with and from one another is never quenched, and we are developing new and creative ideas to match.</span></p>

The topic was understanding and tackling Antisemitism and Islamophobia in relation to the discourse around the topic of the Israeli-Palestinian conflict.</p>
<p>We looked at some of the ways in which this topic is high-jacked for other political or ideological agendas – many of them simplistic and binary, painting a worldview that is black and white, good vs. evil. We then explored some of the reasons why human beings find these positions so attractive and why the topic of Israel-Palestine is emotive and very effective at pulling people into the realm of conspiracy theories and hate.</p>
<p><strong>Practicing tolerance</strong></p>
<p>During the course of our discussion, we spoke about how to deal with people who are immersed in such views. Should we view them as the ‘enemy’ to be battled and beaten? Indeed, in the formative days of ENCATE, I recall us debating whether the ‘C’ in our acronym should stand for ‘Combatting’ or ‘Countering’ and we decided that the latter was more appropriate. For the truth is that if we are preaching understanding and tolerance, we need to practice it too, even towards people who we believe are fundamentally wrong.</p>
<p>This is not to say that we should excuse or tolerate racism and extremism – we should be clear and consistent in rejecting and condemning those views. But unless we understand where the people who are holding those views are coming from and how they arrived at such positions, we can never play a part in making a change. Telling people that they are wrong does nothing but cause them to become defensive and more entrenched.</p>
<p><strong>Relationship and Reality</strong></p>
<p>Conflict, polarisation, and prejudice can only be transformed in the presence of two things &#8211; Relationship and Reality. Experiencing ‘Relationship’ means stepping outside of your usual circles and standing in someone else’s shoes &#8211; someone who is different from yourself. ‘Reality’ means embracing messiness, complexity, and accepting that the world is not black and white or good vs. evil and that you might not already have all the answers.</p>
<p>Embarking on a path towards Relationship and Reality is a process and means moving from closedness to openness, from narrow and shallow to broad and deep. It is not the ‘fluffy,’ easy path that some might perceive it to be; it is a hard journey and a vulnerable and difficult path to walk because it is a path of self-awareness that brings maturity and makes you face your own fears whilst acknowledging those of others.</p>
<p><strong>Understanding opposing opinions and explaining behaviour in order to make a change</strong></p>
<p>It is not about reconciling opinions or excusing behaviour; it is about understanding opposing opinions and explaining behaviour in order to make a change. It is also the path of most respect for yourself and for others and is more likely in the long run to get you what you need. In the end, it is not about being ‘right,’ but about real human beings with real needs facing one another with honesty and the fact that we are all irrevocably connected to and dependent upon one another. Time to act addressing Antisemitism.</p>

<section class="av_textblock_section "  itemscope="itemscope" itemtype="https://schema.org/BlogPosting" itemprop="blogPost" ><div class='avia_textblock  '   itemprop="text" ><p>The introduction session of the virtual study visit to the <a href="https://www.ushmm.org/">United States Holocaust Memorial Museum</a> on June 12, 2020, was a special moment for ENCATE. The virtual study visit in October will focus on different programs of the Museum and allow European and American practitioners to develop shared educational skills.</p>
<p>This was the very first activity where we could act together as a single organization, as our just recently formalized network ENCATE. In this interaction with the USHMM, we did not represent just our individual organizations &#8211; every time we spoke for our joint network, too. This just might be one of the main benefits of joining forces in a united network: having the strength of a group while maintaining the identity as grass-root civil society organizations.</p>
<p>The fact that ENCATE is a multicolored mosaic of independent non-governmental member organisations of hands-on practitioners in the field of countering antisemitism, from various parts of Europe with the same, similar and very different experiences, needs and challenges to overcome, however strange it might sound, makes ENCATE actually the first of a kind.</p>
<p>Antisemitism is a global problem.</p>
<p><span data-preserver-spaces="true">Addressing antisemitism is a complex process, which includes the legislative framework, monitoring, funding programs, coordination with Jewish and other communities, international cooperation, academic research, policymaking, and of course – education. We are talking about various aspects of education that contribute to the prevention of antisemitism, such as </span></p>
<ul>
<li><span data-preserver-spaces="true">education about and remembrance of the Holocaust; </span></li>
<li><span data-preserver-spaces="true">education about antisemitism itself, its history and current manifestations, </span></li>
<li><span data-preserver-spaces="true">media literacy, </span></li>
<li><span data-preserver-spaces="true">education that contributes to strengthening democracy, </span></li>
<li><span data-preserver-spaces="true">democratic participation, </span></li>
<li><span data-preserver-spaces="true">critical thinking </span></li>
<li><span data-preserver-spaces="true">and active citizenship.</span></li>
</ul>
<p>The processes behind coordinating this huge and complex work on the international, national, and local level, creating various policies, guidelines, and recommendations, as we know very well, is quite complicated. It often involves high-level decision-makers, academic experts, diplomats, and lots and lots of politics, which makes it both less flexible and very slow, but more importantly, quite far away from realities on the ground.</p>
<p>We all know that the engagement of <a href="https://www.osce.org/project/words-into-action-to-address-anti-semitism">OSCE/ODIHR</a>, <a href="https://en.unesco.org/preventing-violent-extremism/education/antisemitism">UNESCO</a>, <a href="https://ec.europa.eu/info/policies/justice-and-fundamental-rights/combatting-discrimination/racism-and-xenophobia/combating-antisemitism_en">European Commission</a>, <a href="https://www.europarl.europa.eu/news/en/agenda/briefing/2020-02-10/7/how-to-fight-antisemitism-racism-and-hatred-in-the-eu">European Parliament</a>, <a href="https://www.holocaustremembrance.com/working-definition-antisemitism">International Holocaust Remembrance Alliance IHRA</a>, and many other important international institutions and organisations is crucial in the field of addressing antisemitism. But top-down sponsored educational programs, educational guidelines and funding strategies, not seldom miss the bull&#8217;s-eye, the focal point.</p>
<p><span data-preserver-spaces="true">Sometimes these programs do not reflect enough </span><strong><span data-preserver-spaces="true">various local historical, cultural, political, social, and many other realities and particularities.</span></strong><span data-preserver-spaces="true"> Sometimes these programs are too Western-centric, or focusing on specific problems that might be challenging at one place, but marginal or none existing at the other.</span></p>
<p>Of course that Mathan in Sweden, and Dominique in France, and Anna in Poland and Sharon in the UK, and Nevena in Serbia and Andrea in Hungary, of course, their challenges and problems are different &#8211; while many are similar.</p>
<p>Who else can voice what works and what doesn’t, what is needed, and what is obsolete, what kind of support is lacking &#8211; but us, who are on the frontline?</p>
<p>ENCATE, the network of independent practitioners, can and will be a part of this process, a partner in this process, <strong>a missing link between high-level decision and policymaking, and transforming these policies into best practices</strong> of countering antisemitism through education.</p>
<p>And just to be clear, ENCATE will not be in the business of collecting complaints and gathering examples of difficulties that the NGOs are facing on the ground. ENCATE will be a <strong>partner in the processes of reinventing the effective education that truly counters antisemitism</strong>.</p>
<p>Yes, the virtual study visit to the USHMM was a special moment for ENCATE &#8211; a moment when from a great idea and initiative from a couple of years ago, brought to us by <a href="https://kiga-berlin.org/">KIgA in Berlin</a>, ENCATE officially entered the international stage. We all would have loved that the USHMM visit could take place in Washington DC, as it was originally planned, but this is one of the new realities and challenges we have to adjust to.</p>
<p>I would like to express our gratitude and appreciation to the USHMM for their support, for this opportunity to learn and share, and to explore the ways we can develop this partnership between ENCATE and the USHMM further. But in particular, we appreciate that we could felt what it means to be a united team ENCATE for the very first time.</p>

ENCATE targets strengthening the capacity and visibility of civil society organizations that educate society at the grassroots level against antisemitism. The Network is at the moment financed by the German Foreign Office and the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ), and supported by the USHMM as regards content and resources.</p>

<p>As of 2020, the Network will start to accept official members and continue to amplify its resources and will be in close cooperation with international organizations and other relevant actors.</p>
<p>The meeting started with having a glimpse of each other’s work and listening to a presentation on ENCATE. It was exciting to see so many actors working with different target groups and methodologies, yet aiming one common thing, countering antisemitism and other forms of discrimination.</p>
<p>The next day, the experts mapped the problem of antisemitism by discussing its manifestations, influences on different groups, and pedagogical responses. The day continued with the parallel workshops exploring some practices from Diversion, Holocaust Education Trust Ireland, Anne Frank Trust UK, and Zachor Foundation. This day ended with a reflection session about the hitherto discussed issues.</p>
<p>On the last day, the educational organizations created a common timeline for 12 months, where they share the relevant activities of the Network and the participating organizations and major international milestones. Through the timeline activity, the participants could see the overlapping actions and cooperation possibilities, get inspirations about future synergies.</p>
<p>Finally, we conducted a concluding session, in which the potential members of the Network made recommendations and planned some action points for the Network. Most organizations expressed their enthusiasm for taking part in the Network and shared their remarks about the meeting and ENCATE.</p>
<p>We share our gratitude with all participants and supporters for making this meeting possible.</p>
