For ENCATE members, this agreement allows access to the USC Shoah Foundation&#8217;s <strong><a href="https://vha.usc.edu/home">Visual History Archive</a></strong> of testimonies, which includes accounts from the Holocaust, Anti-Rohingya Mass Violence, Nanjing Massacre, Bosnia-Herzegovina, Armenia, Rwanda, Cambodia, and Northern Syria. Most recently, the Foundation has included the testimonies of the October 7 terrorist attacks.</p>
<p><span data-olk-copy-source="MessageBody">The cooperation includes joint projects in the field of education to counteract the increase in antisemitism in Europe. </span>It covers three areas:</p>
<ul>
<li><span data-olk-copy-source="MessageBody">KIgA will have access to the extensive video archive of interviews with survivors of the Holocaust and other genocides. In total, the USC Shoah Foundation has more than 52,000 of these recordings. In addition, there are video recordings of hundreds of survivors of the Hamas terror attack on October 7.</span></li>
<li><span data-olk-copy-source="MessageBody">Both organizations will organize joint international conferences and develop new educational models to raise awareness of antisemitism.</span></li>
<li><span data-olk-copy-source="MessageBody">Coordinate efforts to increase visibility of ENCATE by featuring the network in webinars and/or planned blog posts of the Foundation.</span></li>

Could you provide a brief overview of the circumstances surrounding its establishment?</b></p>
<p>Yad be Yad was established in 2021 by <a href="https://www.kubusev.org/projekte/">Kubus e.V.</a> as a &#8220;sister project&#8221; to Schalom und Salam, which began a year earlier in 2020. At the heart of Schalom und Salam is the aim of bringing together young people who are affected by antisemitism and racism, including Jews, Muslims, and migrants, as well as those interested in Jewish and Muslim life who wish to engage in combating antisemitism and racism. We provide informal spaces where young people can connect and have open discussions, alongside offering trainings, such as the &#8220;Ambassadors Training,&#8221; where participants gain knowledge and skills to actively combat discrimination and promote the visibility of marginalized perspectives within their communities.</p>
<p>Yad be Yad takes this mission a step further by offering participants the opportunity to lead workshops in schools and for adults in various settings. Our initiative has two main objectives:</p>
<ul>
<li> To empower participants, helping them gain experience and develop professional skills as trainers specializing in anti-discrimination and educational outreach to diverse audiences.</li>
<li> To expand beyond our immediate community and engage a broader society with our message, thereby avoiding the &#8220;addressing those who already agree with us&#8221; effect—one of the most common criticisms of dialogue projects like ours.</li>
</ul>
<p><strong>Jewish-Muslim dialogue is an essential approach in your work. How do you define realistic impact in intercommunal and interfaith programs? Can you share some significant moments of impact?</strong></p>
<p>We have seen a significant impact as young people participating in our programs become empowered in their personal and professional lives. They form friendships, initiate joint projects, and gain new inspiration and skills for their work as educators, combatting antisemitism, racism, and discrimination.</p>
<p>One of our highlights was an educational trip organized in collaboration with the &#8220;Schalom und Salam&#8221; project (Kubus e.V.). We traveled to Munich with a group of young Muslims, Jews, migrants, and others. One of the goals of the trip was to explore the history of the 1972 Munich terror attack. During the trip, we also met with activists from &#8220;München erinnern!&#8221;, an initiative raising awareness about a right-wing racist terror attack, which claimed the lives of nine young people in Munich in 2016. In both cases, authorities failed, leaving the victims&#8217; families feeling abandoned. The young participants learned that antisemitism and racism are issues that affect all segments of society and that it is crucial for us to unite and speak out against discrimination, violence, and injustice. We also connected with activists from the Jewish-Muslim initiative &#8220;Ausarten&#8221; and visited the Jewish Museum in Munich. The three days we spent together provided ample time for the participants to engage in meaningful conversations, which fostered strong bonds and a sense of solidarity.</p>
<p><strong>How can third parties support interfaith goals and foster understanding without patronizing the affected communities?</strong></p>
<p>First and foremost, third parties should view themselves as active participants in the dialogue process rather than mere &#8220;observers&#8221; or facilitators. This is because both majority and minority groups are integral parts of society and must collaborate towards a shared objective: strengthening democratic values and preventing illiberal forces from hijacking discussions to divide minority communities or incite hatred against them.</p>
<p>It is yet important to acknowledge the power imbalances that exist between groups. Therefore, it is necessary to create separate, facilitated spaces where majority groups can reflect on their motivations and any biases they may project onto minority groups. Similarly, it is essential to provide safe spaces for minority communities to express themselves freely.</p>
<p>From the perspective of third parties or majority groups, it is crucial to avoid &#8220;tokenism&#8221; when providing a platform to minority voices. This means recognizing that no single individual can represent an entire community. Jewish, Muslim, and migrant communities in Germany and Europe are highly diverse, and this diversity should be accurately represented in the public sphere, media, educational settings, and beyond.</p>
<p>To frame this positively, third parties should provide platforms that amplify diverse voices within a community, highlighting the intersectional forms of discrimination and stereotypes that may exist.</p>
<p>When it comes specifically to Jewish-Muslim dialogue, it is essential that minorities are not portrayed or perceived solely as victims or as perpetrators of discrimination and prejudice. For instance, Jews in Germany are often primarily viewed as victims of antisemitism, while Muslims are frequently associated with antisemitism, particularly in the context of discussions about Israel and Palestine. However, it is vital to recognize that the Jewish community is diverse and not immune to holding prejudices, just as it is inappropriate to generalize or stigmatize Muslims. Jews should be protected from antisemitism without being reduced to victims alone. In relation to the Muslim community, it is important to counter stigmatization by emphasizing that antisemitism, racism, and discrimination are societal issues that affect everyone. Additionally, it should be acknowledged that Muslims and migrant communities themselves are affected by Islamophobia and racism, issues for which there is often insufficient awareness. Our educational initiatives aim to bridge these knowledge and awareness gaps, fostering greater understanding and solidarity across communities.</p>
<p><strong>In light of recent violent developments in the Israeli-Palestinian conflict, how has the Yad be Yad project adjusted its approach to addressing sensitive issues?</strong></p>
<p>We responded by creating open dialogue spaces for students, allowing them to express their feelings about the conflict and discuss how debates around it impact young Jewish and Muslim individuals. We also addressed the topic of misinformation and fake news on social media, as many young people obtain their knowledge on this subject from platforms like Instagram and TikTok.</p>
<p>We emphasize that we are not experts on the Israel-Palestine conflict, and it is important for us to convey that neither Jews nor Muslims should be directly associated with it. While many are indeed affected—either directly or through the rise in antisemitism and Islamophobia as a result of &#8220;the conflict around the conflict&#8221; we witness in Germany and globally—Jews and Muslims should not be presumed to be experts on the subject. The history of the conflict is very complex; it involves more parties than only Jews and Palestinians and is deeply intertwined with the history of Europe, the holocaust, and colonialism. Moreover, antisemitism and Islamophobia are not issues that burden only these two communities; they are societal problems that require a collective response.</p>
<p>We often work with classes that have a significant number of Muslim students or students who experience racism. It is essential for us to address both antisemitism and racism together, ensuring that these students feel acknowledged and understood, as they often perceive education on antisemitism as merely &#8220;content&#8221; imposed upon them without valuing their perspectives.</p>
<p>When we discuss the debates surrounding Israel and Palestine, we not only cover what is considered antisemitism in this context but also explore how racism and Islamophobia manifest in these discussions. For instance, we highlight how some political actors exploit the fight against antisemitism to promote racism, showing that their interest is to divide minority groups rather than protect Jewish life.</p>
<p>Through our workshops, led by Jewish-Muslim tandems, we strive to create an environment of mutual learning and dialogue about various forms of discrimination (and their intersections), democracy, and peaceful coexistence.</p>

After an internship at the peace village Wahat al-Salam/Neve Shalom in Israel in 2010, she was involved with orgnizations such as the UNESCO Assoaciation for Interreligious Dialogue (Audir) and the Jewish cultural platform “Mozaika.” She is a co-founder and co-ordinator of various interfaith initiatives, including “The Night of Religions” and “Salam Shalom Barcelona.” Since 2020, she has lived in Stuttgart, joining Schalom und Salam in 2021 and coordinating Yad be Yad since its launch in October 2021.</div>

<div class="flex_column av_two_third  flex_column_div av-zero-column-padding first  avia-builder-el-6  el_after_av_one_third  el_before_av_one_third  column-top-margin" style='border-radius:0px; '><section class="av_textblock_section "  itemscope="itemscope" itemtype="https://schema.org/BlogPosting" itemprop="blogPost" ><div class='avia_textblock  '   itemprop="text" ><p><strong><span data-preserver-spaces="true">Brussels, September 9-11, 2024 </span></strong><span data-preserver-spaces="true">— </span>Representatives from five ENCATE member organizations—CEJI, KIgA, Anne Frank Zentrum, Solutions not Sides, and Haver Hungary—met in Brussels as a working group focusing on antisemitism and intersectionality. We have previously conducted online meetings, exploring the interconnectedness of antisemitism with other forms of discrimination. Together, we aim to produce a position paper and guidelines for the network on implementing intersectional theory and principles in our practice of countering antisemitism.</p>
<p>We are grateful to CEJI, our partner in the ongoing Dare Together project, for arranging the insightful study visit and their continuous efforts in developing the position paper and the guidelines.</p>
<h3><span data-preserver-spaces="true">Understanding Intersectionality and Antisemitism</span></h3>
<p><span data-preserver-spaces="true">Intersectionality is the recognition that people experience discrimination in ways shaped by multiple aspects of their identity, such as race, religion, gender, and more. While many organizations fighting discrimination have adopted the intersectionality framework, its application in antisemitism prevention remains largely overlooked. With this in mind, we aim to bridge this gap by developing a pragmatic approach that incorporates the principles of intersectionality for cases of antisemitism.</span></p>

<h3><span data-preserver-spaces="true">Conversations with EU Policy Officers</span></h3>
<p>During our study visit, we met with Tanja Florath, Policy Officer from the <b>EU&#8217;s Coordination Office on Anti-Racism</b>, and Wester Meijdam, Policy Officer in the <b>Office of the European Commission Coordinator on Combating Antisemitism and Fostering Jewish Life</b>. Our discussions highlighted the nuanced ways the EU addresses different forms of discrimination. While racism, antisemitism, and Islamophobia are all considered significant, the varied terminology and framing—such as referring to Islamophobia as &#8220;anti-Muslim hatred&#8221;—can lead to feelings among minority groups that their experiences are not equally acknowledged or addressed.</p>
<p>These distinctions may exacerbate tensions and contribute to the perception of unequal treatment, sometimes described as a &#8220;victimhood Olympics.&#8221; While the EU emphasizes solidarity and intersectionality in its policies, there remains a gap in effectively integrating these principles into both policy frameworks and practical implementation. It is an ongoing process, with much still to be learned to ensure that all forms of discrimination are treated with equal attention and seriousness.</p>
<h3><span data-preserver-spaces="true">Acknowledging Diversity Within Jewish Communities</span></h3>
<p>What does it mean to counter antisemitism while embracing the diversity within Jewish communities? Jewish identity is not monolithic; it spans different ethnic backgrounds, including Ashkenazi, Sephardi, Mizrahi, Jews of Color, and Black Jews, each with distinct historical experiences. Other identity factors—such as gender, disability, sexual orientation, and socio-economic status—further contribute to this diversity.</p>
<p>Recognizing this complexity is crucial because reductive generalizations are inherently discriminatory and dehumanizing. Treating communities as homogenous erases individuals&#8217; unique experiences and perpetuates stereotypes. Emphasizing diversity within minority groups is not just an acknowledgment of difference; it&#8217;s a core strategy in fighting discrimination. By understanding the varied layers of identity, we can create more inclusive approaches that address the full range of experiences within any minority, ensuring that counter-discrimination efforts are relevant and effective for all.</p>
<h3><span data-preserver-spaces="true">Allyship and Intersectionality</span></h3>
<p>Supporting marginalized communities and vocally advocating for their rights, we highlighted the importance of allyship and raised some questions surrounding it. For instance, what does it take for minorities to support each other when their struggles overlap in complex ways? Does allyship require complete agreement about all of the relevant issues?</p>
<p>Though we don´t have a definitive answer to all of our questions, we concluded that effective allyship requires a shared commitment to <b>human rights</b>, not a perfect agreement. It involves confronting antisemitism while also addressing other forms of discrimination, even amidst tense relations between the Jewish minority and other minorities. True allyship means actively supporting people&#8217;s intersectional struggles and untangling how discrimination forms may exacerbate each other.</p>
<h3><span data-preserver-spaces="true">Moving Forward: Developing Guidelines</span></h3>
<p>So, where do we go from here? The insights we gained during our study visit will be used to create a <strong>position paper</strong> and practical <b>guidelines for ENCATE members</b>. These will help apply an intersectional approach to tackling antisemitism, ensuring that diversity within Jewish communities is acknowledged and that a broader understanding of interconnected struggles informs efforts to counter antisemitism.</p>
<p>This study visit reinforced the importance of viewing <b>antisemitism within the broader context</b> of discrimination and power dynamics, ensuring a holistic approach to building a more inclusive and just society. We are excited to continue developing these resources and to support our members in this crucial work.</p>

<p><span data-preserver-spaces="true">As a part of the workshop, Aya Zarfati from the House of the Wannsee Conference gave input about Holocaust education </span><span data-preserver-spaces="true">for</span><span data-preserver-spaces="true"> diverse groups at the museum. She pointed out that appreciation of diversity through various means, such as language, allows for more inclusion and stronger multiperspectivity. Together with the insights from Özyürek&#8217;s book, the participants reflected on how Holocaust remembrance should look </span><span data-preserver-spaces="true">in order to</span><span data-preserver-spaces="true"> be as inclusive as possible. The participants also pointed out that Holocaust remembrance in today&#8217;s (post-migration) society is strongly connected to questions of identity and should tackle questions such as the following: </span></p>
<ul>
<li><span data-preserver-spaces="true">Who remembers? </span></li>
<li><span data-preserver-spaces="true">Which groups </span><span data-preserver-spaces="true">are addressed</span><span data-preserver-spaces="true"> in Holocaust remembrance and education? </span></li>
<li><span data-preserver-spaces="true">And how are these groups addressed?</span></li>
</ul>

<p><span data-preserver-spaces="true">Even though some educators may believe that Holocaust education and memory site visits can somehow fight antisemitism, particularly the perceived</span><span data-preserver-spaces="true"> unique form of antisemitism among young Muslims, </span><span data-preserver-spaces="true">the answer is not always straightforward. Isolating one specific group is not useful at all. Creating educational and remembrance programs </span><span data-preserver-spaces="true">for a specific</span><span data-preserver-spaces="true"> audience, such as Muslims, can often be reductive and perpetuate stereotypes. </span></p>
<p><span data-preserver-spaces="true">In today&#8217;s post-migrant society, remembering and teaching about the Holocaust is relevant for everyone, regardless of their background or family history. It is because it helps us better understand today&#8217;s discourses, politics, and society in Germany. At the end of the workshop, it became clear that it is fundamentally essential to have open conversations with each other, rather than talking about each other, to create a future of remembrance </span><em><span data-preserver-spaces="true">for everyone</span></em><span data-preserver-spaces="true"> together on an equal footing.</span></p>

Your publication on the interdisciplinary approach to Holocaust, human rights, and intercultural education is </span><span data-preserver-spaces="true">powerful</span><span data-preserver-spaces="true">. I would love to know more about how such </span><span data-preserver-spaces="true">an interdisciplinary</span><span data-preserver-spaces="true"> approach could enhance educational work addressing antisemitism.</span></strong></p>
<p><span data-preserver-spaces="true">Holocaust education has </span><span data-preserver-spaces="true">been viewed</span><span data-preserver-spaces="true"> for a long time as a way to learn about the history of the Holocaust, with emphasis on its uniqueness among historical events. While this remains an integral part of Holocaust education, one cannot overlook the lessons that the Holocaust can teach us for today and the </span><span data-preserver-spaces="true">future</span><span data-preserver-spaces="true">. </span></p>
<p><span data-preserver-spaces="true">The interdisciplinary approach proposed in the handbook </span><a class="editor-rtfLink" href="https://www.toli.us/wp-content/uploads/2023/02/Handbook-Learning-from-the-Past-Acting-for-the-Future.pdf" target="_blank" rel="noopener"><span data-preserver-spaces="true">Learning from the Past, Acting for the </span><span data-preserver-spaces="true">Future</span></a><span data-preserver-spaces="true"> – based on the work with thousands of teachers in Europe – combines the </span><span data-preserver-spaces="true">approaches</span><span data-preserver-spaces="true"> and methods of Holocaust education, human rights education, and intercultural education, aiming to guide students to learn about the past, understand how the past is connected with the present and contribute to the development of democratic and intercultural societies in which every individual can live a life of dignity. </span></p>
<p><span data-preserver-spaces="true">When we look at the past through the lens of human rights, we can better understand how an event like the Holocaust was possible, how the propaganda functioned, and how the rights of Jewish people – and people belonging to other groups – were taken away progressively. At the same time, through the lens of the Holocaust, we can understand </span><span data-preserver-spaces="true">that today</span><span data-preserver-spaces="true"> </span><span data-preserver-spaces="true">we</span><span data-preserver-spaces="true"> need to take action when human rights </span><span data-preserver-spaces="true">are violated</span><span data-preserver-spaces="true"> or at risk of being violated for members of any group living in our societies. This methodology develops students&#8217; critical thinking and ability to challenge populist messages that are becoming prevalent in European </span><span data-preserver-spaces="true">societies</span><span data-preserver-spaces="true"> and elsewhere. It raises their awareness about the unfair treatment of various groups in their society and the need to act. </span></p>
<p><span data-preserver-spaces="true">An interdisciplinary approach alerts students of the dangers of antisemitism – and other forms of hatred, racism, and oppression – and empowers them to contribute to countering it, as they understand that, in present-day societies, they have both the responsibility to do so and the mechanisms, structures, and allies that can help them in this process. </span></p>
<p><strong><span data-preserver-spaces="true">Working with teachers a lot, where should educational policymakers support teachers in tackling discrimination issues at schools, including those committed by teachers?</span></strong></p>
<p><span data-preserver-spaces="true">Teachers often face substantial demands, but they receive little training and support. In many countries, teachers have not had any formal training about discrimination, nor do they have any concrete tools to tackle it. </span></p>
<p><span data-preserver-spaces="true">Tackling discrimination should not be reduced to taking action when incidents appear. The most crucial part of tackling discrimination is prevention. Therefore, developing an organizational culture in the school that promotes human rights and democratic processes is essential. Indeed, changing an organizational culture is not something that happens overnight, and it needs to be encouraged and supported by the Ministries of Education and other related bodies. </span></p>
<p><span data-preserver-spaces="true">I believe that a few aspects are crucial in this process: </span></p>
<ul>
<li><span data-preserver-spaces="true"> Involving students in decision-making processes and governing bodies in ways that are meaningful, not tokenistic; </span></li>
<li><span data-preserver-spaces="true">Development of inclusive and intersectional curricula that teach students about diversity in a way that makes them curious and appreciative of it; </span></li>
<li><span data-preserver-spaces="true">Promoting human rights and democratic values not only through words but also through concrete actions;</span></li>
<li><span data-preserver-spaces="true">Ensuring collaboration at all levels: between students, between teachers, between school and external experts – NGOs, academia, etc., between school and the larger local community, and</span><span data-preserver-spaces="true"> </span><span data-preserver-spaces="true">between schools from different parts of the country or different countries. </span></li>
</ul>
<p><strong><span data-preserver-spaces="true">Reflecting on emotions in human rights and Holocaust education can help change attitudes and behaviors. However, some educators may find it daunting to do so, as they fear triggering the &#8220;wrong&#8221; emotions or too many of them. What would you advise junior educators to consider in this regard?</span></strong></p>
<p><span data-preserver-spaces="true">In the educational process, it is </span><span data-preserver-spaces="true">important</span><span data-preserver-spaces="true"> to create a safe space in which students can feel that </span><span data-preserver-spaces="true">they will not be judged</span><span data-preserver-spaces="true"> and that their emotions are not something to </span><span data-preserver-spaces="true">be hidden</span><span data-preserver-spaces="true"> or suppressed but welcome to manifest. </span><span data-preserver-spaces="true">This</span><span data-preserver-spaces="true"> means, among other things, allowing time to process and discuss emotions as they arise and helping students to articulate their feelings when they do not have the language to express their emotions, even if or especially if they are the &#8220;wrong&#8221; emotions. </span><span data-preserver-spaces="true">Certainly</span><span data-preserver-spaces="true">, there are no &#8220;wrong&#8221; emotions. </span><span data-preserver-spaces="true">People cannot control what they feel, but they can </span><span data-preserver-spaces="true">be taught</span><span data-preserver-spaces="true"> to analyze their emotions, understand what triggers them (often preconceived ideas fueling our emotions), and refrain from acting upon them if they infringe upon </span><span data-preserver-spaces="true">the human dignity of other people</span><span data-preserver-spaces="true">.</span></p>
<p><span data-preserver-spaces="true">Studying the Holocaust and empathizing with the suffering of Jewish people can trigger strong emotions and can leave students feeling helpless, angry, and frustrated. Acknowledging this fact and addressing these feelings can be a powerful motivation to take action in the present. It can support or guide students toward creating change in present-day societies. </span><span data-preserver-spaces="true">This</span><span data-preserver-spaces="true"> is possible only when students feel that the learning context is safe and stimulating and can connect their identity and worldview with the topics they are studying. </span></p>
<p><strong><span data-preserver-spaces="true">As an educator, </span><span data-preserver-spaces="true">I guess</span><span data-preserver-spaces="true"> you may sometimes feel desperate, like many in our network.</span><span data-preserver-spaces="true"> What challenges are you still searching for answers to in your educational work?</span></strong></p>
<p><span data-preserver-spaces="true">I am aware that changing an educational system is a slow process. However, I cannot help but feel frustrated when I see how well the teachers and their students respond to our proposed methods and approaches, yet they </span><span data-preserver-spaces="true">are often seen</span><span data-preserver-spaces="true"> as exceptions. Despite overwhelming evidence by empirical research that interactive methods, experiential learning, student-centered approaches, and promotion of intercultural and democratic values have positive and long-term impacts on students&#8217; competencies, their well-being, and the school culture, traditional pedagogical approaches, along with nationalist perspectives, are still prevalent. </span></p>
<p><span data-preserver-spaces="true">I wish these so-called new methodologies</span><span data-preserver-spaces="true"> – </span><span data-preserver-spaces="true">which are not really that new anymore</span><span data-preserver-spaces="true"> – </span><span data-preserver-spaces="true">would gain more ground in the schools and </span><span data-preserver-spaces="true">in the</span><span data-preserver-spaces="true"> national curricula throughout Europe and I wish more emphasis was </span><span data-preserver-spaces="true">put</span><span data-preserver-spaces="true"> on respect for human dignity, both in theory and in practice.</span><span data-preserver-spaces="true"> </span></p>
<p><strong><span data-preserver-spaces="true">Finally, based on what we have discussed so far, would you like to recommend a movie that has really moved you?</span></strong></p>
<p><span data-preserver-spaces="true">If that is all right, I recommend a book </span><span data-preserver-spaces="true">instead, a book which</span><span data-preserver-spaces="true"> </span><span data-preserver-spaces="true">should be turned</span><span data-preserver-spaces="true"> into a movie.</span><span data-preserver-spaces="true"> </span><em><span data-preserver-spaces="true">On Austrian Soil – Teaching Those I </span><span data-preserver-spaces="true">was Taught</span><span data-preserver-spaces="true"> to Hate</span></em><span data-preserver-spaces="true"> is a teaching memoir by Sondra Perl, whose unexpected journey to Europe as a US visiting professor changed her life. After publishing this book, Sondra developed an innovative pedagogy for Holocaust education. She inspired thousands of educators worldwide, including me, through her work at TOLI – The Olga Lengyel Institute for Holocaust Studies and Human Rights.</span></p>

					<description><![CDATA[<p>Many controversial and difficult issues have come up in our social discourse in the last few years, from Brexit to identity politics. Teachers have a responsibility to provide an impartial and safe space for young people to discuss and learn about such issues and make up their own minds, but this is not an easy task when emotions are running high. The first thing that needs to be acknowledged and addressed before a process of listening and exchanging opinions can be undertaken is the strong negative emotion that impedes this process. </p>

Teachers have a responsibility to provide an impartial and safe space for young people to discuss and learn about such issues and make up their own minds, but this is not an easy task when emotions are running high. The first thing that needs to be acknowledged and addressed before a process of listening and exchanging opinions can be undertaken is the strong negative emotion that impedes this process. </span></p>
<p><span data-preserver-spaces="true">Various students can be affected by the topic of the Israeli-Palestinian conflict due to a feeling of personal connection in some way. This can include students who are Jewish, Muslim, Christian, politically active (left or right wing), or people from refugee backgrounds, but this list is not exhaustive. Any young person might identify with Palestinians or Israelis (or sometimes both) because of a shared religious identity, a shared sense of experience or suffering, or because Israel-Palestine represents for them something in their wider understanding of the world.</span></p>
<p><span data-preserver-spaces="true">Often, their knowledge and opinions on this issue will be coming from only one perspective, which may be one-dimensional and simplistic. Their main source of information will probably be social media. In order to give them the chance to understand the issue in more breadth and depth and to think for themselves, we educators need to provide them with a values framework and skills such as emotional literacy, active listening, critical thinking, and conflict resolution. There are various tools for teaching these skills available online, and you can find some of them in our, Solution Not Sides&#8217;, anti-bullying guide </span><a class="editor-rtfLink" href="https://solutionsnotsides.co.uk/sites/default/files/2023-04/ANTI-JEWISH%20%26%20MUSLIM%20BULLYING%20RESOURCE.pdf" target="_blank" rel="noopener"><span data-preserver-spaces="true">here</span></a><span data-preserver-spaces="true">. The values framework that we use for our discussions at SNS is: “non-violence, equality for all, and the rejection of hatred.”</span></p>
<p><span data-preserver-spaces="true">We also need to build an empathy culture rather than a shame culture in order to counter expressions of hatred between students who hold different views and have different identities. “We care about Palestine-Israel AND each other” is a balance that needs to be embraced by members of the school community, and using process, rather than static language, should be the approach when addressing hate speech. </span></p>
<p><span data-preserver-spaces="true">We recommend taking each incidence of potential hate speech on a case-by-case basis and applying the three ‘Ds’ -Demonisation, Delegitimisation, and Double- standards. Exploratory conversations to understand what is going on should take into consideration that the content or the attitude could be antisemitic or Islamophobic, or possibly both. Some things are said that are racist in their content, but the attitude behind what was said was not racist. Equally, some things are said that might not be racist when taken at face value, but there is actually an antisemitic or Islamophobic attitude behind what is being said. </span></p>

<p><span data-preserver-spaces="true">Ultimately, the goal is to create a school culture where people </span><em><span data-preserver-spaces="true">want</span></em><span data-preserver-spaces="true"> to avoid hurtful language because they care about one another, rather than avoiding it simply out of fear of punishment, and to ensure that teachers do not promote their political opinions but bring humanisation, diverse narratives, and critical-thinking skills into the classroom so that students can think for themselves. This is the very essence of education.</span></p>

As a result, sending and host organizations critically reflect on their work, translate their knowledge and skills into transferable methods, and develop new partnerships. Exchanges are open to organizations from diverse social justice fields, from children&#8217;s rights to LGBTI organizations, from museums to interfaith coalitions. </span> <span data-preserver-spaces="true">In 2024, ENCATE plans to support six exchange activities (the mobility of six participants). </span></p>
<h4><strong><span data-preserver-spaces="true">Exchange Activities</span></strong><span data-preserver-spaces="true"> </span></h4>
<p><span data-preserver-spaces="true">Bilateral exchange activities last four to five full days, excluding travel time.</span><strong><span data-preserver-spaces="true"> </span></strong><strong><span data-preserver-spaces="true">Activities should take place between March 1 and October 31, 2024</span></strong><span data-preserver-spaces="true">. </span> <span data-preserver-spaces="true">Sending and host organizations should design the activity details together (the activity schedule, exchange goals, participant selection, and dates). </span> <span data-preserver-spaces="true">The host organization will assign one supervisor for the exchange activity. The supervisor will be responsible for planning and conducting the activity and will ensure that the activity reaches the program goals. The work of the supervisor will be compensated (<em>See Costs and Logitics</em>). </span> <span data-preserver-spaces="true">The guest participant will become involved in the host organization&#8217;s daily work routine. Activities may focus on either direction of knowledge and experience transfer or a combination of both:</span></p>
<ul>
<li><span data-preserver-spaces="true">The participant can gain firsthand experience of the organization&#8217;s approaches, methods, programs, and local context.</span></li>
<li>The host organization can develop their approaches, methods, programs and new projects with the help of the sending organization and guest expert&#8217;s intensive contribution.</li>
</ul>
<p><span data-preserver-spaces="true">The schedule may include off-site meetings and visits if relevant to the program&#8217;s objectives. </span> <span data-preserver-spaces="true">Furthermore, the activity schedule should include a form of contribution by the participants to their host organizations through input, such as holding a seminar or making a presentation about their work or areas of expertise. </span></p>

<li><span data-preserver-spaces="true">The exchange activity should set at least one specific goal of transferring/sharing a methodology, knowledge, and approach in which the host or sending organization has substantial experience.<br />

<li><span data-preserver-spaces="true">An organization can apply for multiple exchange activities but must submit separate application forms for each exchange. </span></li>
<li><span data-preserver-spaces="true">Parties to the selected exchange activities should be willing to sign an agreement with KIgA e.V. that includes responsibilities such as logistics, confidentiality, safeguarding, liability, and reporting.</span></li>

<p><span data-preserver-spaces="true">/ After an initial technical evaluation by KIgA e.V., the ENCATE Steering Committee will make a selection from the eligible applications. </span></p>

You were one of the organizers of the first LGBTQ Pride in Bratislava and the chair of Amnesty International in Slovakia. You know the human rights landscape very well. As an experienced activist, do you agree that the landscape for human rights defenders has become more threatening and challenging today?</strong></p>
<p><span data-preserver-spaces="true">Thank you for having us, we are looking forward to working in and with ENCATE. After meeting many of the networks members personally I was very impressed by the level of expertise and experience as well as positive group dynamic and sense of community.</span></p>
<p><span data-preserver-spaces="true">Unfortunately, I have to agree with your characterization. Successive governments have treated NGOs and activists as enemies, spreading hate speech and disinformation about individuals and organizations. Some of them have proposed anti-NGO legislation comparable to Putin&#8217;s Russia. Many of the right-wing media news outlets willingly participate in this, while the fake news sources champion it. I have been publicly attacked by members of parliament and the government, sometimes with antisemitic undertones. Threats of violence online are very common, almost a daily occurrence for many activists and organizations, including ours. One of my colleagues was attacked and beaten on the street shortly after one of the main political leaders spread hate about her and our organization at a political rally; the attackers loosely quoted what was said at the rally during the incident.</span></p>
<p><strong><span data-preserver-spaces="true">You have a professional IT background and your organization HRI is part of </span></strong><a class="editor-rtfLink" href="https://www.precobias.eu/" target="_blank" rel="noopener"><strong><span data-preserver-spaces="true">an international youth project </span></strong></a><strong><span data-preserver-spaces="true">focusing on digital resilience and prejudice. What can we do better to develop young people&#8217;s resilience to antisemitism and hate online?</span></strong></p>
<p>Encouraging critical thinking and providing media literacy education is key in our experience. Involving young people, creating low-threshold learning, and meeting opportunities are also important. We live in a very different world than 20 years ago. To put it simply, traditional methods and tools do not work; they are not fit for purpose. Accepting that emotions and personal experiences are as important in shaping a person&#8217;s opinion as facts may be difficult, but it is inevitable if we are to remain relevant in the future. We need to meet young people on their terms, show respect and listen.</p>
<p><strong><span data-preserver-spaces="true">In 2022, <a href="https://encate.eu/publications/" target="_blank" rel="noopener">our mapping report</a> highlighted a significant negative bias against Roma in the Visegrad region. HRI is also working on this issue. Where do you see the bottlenecks in tackling this persistent problem in Slovakia?</span></strong></p>
<p>Slovakia&#8217;s Roma minority is the victim of generational poverty and systemic racism. No government since the fall of communism in 1989 has attempted to change this in any significant way. Much of the community lives in so-called &#8220;settlements,&#8221; which are essentially slums without running water or sanitation. The creation of these slums can actually be traced back to the Holocaust, as the population was moved there in preparation for their extermination, which fortunately did not happen due to the fall of the Hitler regime and its puppet government in Slovakia. However, this is completely unknown to the majority of the population, so one of the things we are doing and have been doing for some time is to debunk the myths and stereotypes about Roma, such as in this case that it is &#8220;their choice and their responsibility&#8221; for their circumstances. Another important issue is the segregation of Roma children in primary schools, although it is not done in an official way, we basically have &#8220;white&#8221; and &#8220;black&#8221; classrooms. In some cases, the segregation amounts to separate buildings on school grounds or even whole schools. The European Commission is currently suing Slovakia for this practice. Obviously, the result of this practice is that Roma students receive an inadequate education and are unable to enter higher education and find jobs. In many cases, they end up in the same poverty as their parents and grandparents.</p>
<p><strong>In 2022, a shooting outside a gay bar in Bratislava claimed two lives. The perpetrator&#8217;s manifesto gives us another reason to look at homophobia, antisemitism and extremism from an intersectional perspective. What did his manifesto say to us as practitioners?</strong></p>
<p>The manifesto itself is a representation of the effects of prolonged exposure to hate speech and disinformation. Spreading hate against minorities has become a mainstream practice among the Slovak political class with very few exceptions. Disinformation sources (fake news outlets) have been extremely successful in taking over the public space in Slovakia over the last decade and are now virtually mainstream as well. Government ministers and many MPs regularly appear in these outlets, sometimes even preferring them to long-established newspapers. HRI has been responding to this trend since its foundation. Our methods and tools include formal and informal (participatory) education of high school students, training for teachers (youth and social workers), campaigning and media work, and, in extreme cases, legal action. The results are not insignificant, especially considering our capacities, but far from adequate compared to the magnitude of the challenges.</p>
<p><strong>Two years after this attack, do you think there is a reckoning in society with the entrenched attitudes, values, and structures that caused this attack?</strong></p>
<p>Unfortunately, the majority of society is in deep denial. There was no real public discussion about the perpetrator&#8217;s motives and the path that led him to murder; it was written off as a result of mental illness. In the disinformation outlets, the terrorist was even portrayed as a victim, and the LGBTI minority, including the murdered and injured persons, were blamed for the attack. There are increasing signs that a similar attack could happen. This comes from the high school teachers we meet and work with and the police. Recently, a rapid response team had to be called to a high school where a student was threatening to open fire. My colleagues were giving lectures at that school just a few months ago.</p>
<p><strong>We decided to ask everyone we interview to recommend a movie. What movie would you recommend to our colleagues in ENCATE?</strong></p>
<p>I am a movie buff, so it is not easy, but considering what we have just discussed, I would say <a href="https://www.rottentomatoes.com/m/district_9" target="_blank" rel="noopener"><em>District 9</em></a> by Neill Blomkamp.</p>

He started his professional career in IT, working mostly in Germany and Switzerland. Before moving to the NGO sector, he was co-responsible for corporate social responsibility initiatives in a multinational technological company. From 2006 until 2010, he served as the chair of the board of Amnesty International Slovakia. In 2009, he co-founded and became the first director of the Slovak Gay Pride (Dúhový PRIDE), where he remained until 2011 and led the first two Pride parades. Between 2010 and 2012, he represented civil society in the Slovak government&#8217;s Human Rights Commission but resigned due to disagreements with government policy. In 2011, he co-founded the Human Rights Institute (Inštitút ľudských práv) and has remained its director to this day. He is the author or co-author of 11 books on human rights and related issues and regularly publishes op-eds in various Slovak and Czech newspapers and magazines. He occasionally lectures at universities in Slovakia and the Czech Republic.</p>

The network unites European civil society organizations working to address antisemitism and discrimination through educational initiatives and various programs. </span></p>
<p>As outlined in the announcement, three seasoned members of the previous committee, Ali Amla, Anna Zielińska and Dr. Juliane Wetzel will continue their impactful work, joined by two new members, Murilo Cambruzzi of the CDEC Foundation and Tamas Buchler of the Haver Foundation.</p>
<p>The collective expertise of these members spans years of dedicated efforts in analyzing and countering antisemitism, along with a commitment to addressing various forms of prejudice and hatred.</p>
